Program Manager – SBIR/STTR Program Lead

CTSi is seeking a Program Manager to lead our Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) projects. SBIR/STTR programs annually fund over $1B in small business R&D projects that serve DoD needs and have commercial applications. CTSi has heavily leveraged these programs to foster innovation and develop pioneering solutions for our customer. For this role, the candidate will guide CTSi’s SBIR/STTR projects through the different program phases developing concepts into commercialized products. The candidate must be able to work well in a fast-paced team environment, communicate clearly, and have a consistent track record of delivering high-quality products. The candidate must either be willing to locate to St. Mary’s County, Maryland or demonstrate previous ability to work remotely. The candidate must either possess, or be able to obtain, a security clearance.


  • Work with engineering teams to refine technical concepts and generate winning Phase I, Phase II proposals and Phase III capture.
  • Lead and manage SBIR/STTR projects from Phase I through Phase III.
  • Oversee program scheduling; including the creation, maintenance, monitoring and negotiation of task schedules with customers.
  • Lead delivery of project deliverables in accordance with the proposal schedules.
  • Develop budgets and operating plans to guide work execution.
  • Assign resources, manage personnel, manage risk, ensure performance quality, monitor overall program and contract performance.
  • Serve as the primary point of contact for the customer across all program contracts.  
  • Keep up to date with latest SBIR/STTR guidelines and requirements.
  • Lead diverse teams with varied technical and management expertise.
  • Provide people management and professional development for team members.
  • Identify opportunities for project commercialization; develop and execute capture strategies.
  • Lead and assist in developing proposals for existing and new customers.

Basic Qualifications:

  • BS in Engineering.
  • 8+ years of program/project management and supervisory experience.
  • 8+ years of direct experience with the DoD SBIR/STTR Program.
  • Experience managing different phases of the DoD SBIR/STTR projects from Phase I through Phase III with an understanding of its requirements and guidelines.
  • Experience with DoD SBIR/STTR contracts.
  • Experience leading research and development projects for a wide range of technologies.
  • Demonstrated experience with customer interfacing and developing customer relationships.
  • Excellent interpersonal and communications skills.
  • Ability to obtain, at a minimum, a DoD SECRET level clearance.
  • US Citizenship.

Desired Qualifications:

  • MS in Engineering or Engineering Management
  • Project Management Professional (PMP) certification.
  • Experience with product development.
