Carrie Willmore

DIRECTOR OF OPERATIONS

Ms. Willmore joined CTSi in 2008.  As Director of Operations, Carrie serves as the principal interface with government customers and partner companies regarding all contractual matters. Her expertise is integral in developing and implementing company contracting strategies, winning new business, providing exceptional quality service to external and internal customers. She also oversees CTSi’s accounting, billing, accounts payable, and finance departments, and she provides guidance and oversight on all corporate HR operations including benefits, onboarding, training, professional development, and employee relations. 

Ms. Willmore has over 19 years of experience in government contracting and has extensive knowledge and understanding of the U. S. Government acquisition and procurement environment. She has supported a range of activities including the preparation and analysis of complex proposals, pricing reviews, negotiations of contracts and subcontracts, contract transitions, and overall compliance reporting.
